Fukuda Tatsuo is a friendly, rather secluded and modest man who works as a house painter during the day and likes to paint dragons in his spare time. He lives in a run-down apartment complex called Fukufuku Flats. He is popular with everyone and is often asked for advice as a kind of spiritual adviser. One day, however, the love of his teen years, Chiho, appears, which brings back painful memories for him because she was involved in a prank that severely traumatized him at the time.
